The Telecom Regulatory Authority of India (TRAI) and Department of Telecommunications (DoT) are the leading newsmakers today.

DoT may ask cellular companies to pay a higher revenue share in the form of a 'spectrum usage fee' in regions where they have entered into intra-circle 3G roaming pacts, reports The Economic Times. Many of the top telcos have entered into 3G roaming pacts in order to provide 3G services outside their license circles. TRAI is working on the final draft of rules that would allow telecom operators to surrender their airwaves and licenses if they closed business, reports The Indian Express.

The Delhi High Court has issued notices to the Telecom Regulatory Authority of India (TRAI) and the Central Government by acting on a petition questioning the regulator's imposition of a 200 SMS cap on each mobile subscriber, reports The Economic Times. TRAI had earlier raised the SMS cap to 200 SMS per user from 100 SMS per user following mass criticism of the imposition. (See Will TRAI's 100 SMS Diktat Curb Spam?)

Regarding 3G-ICR , roaming rules should have been cleared during the time of 3G auctions as it was pretty clear that no one operator would be getting a Pan-India 3G license and they would have to enter into such agreements to prevent any quality-of-service issues to the end user.
